Generally, for opening the Settings and Advanced Find pages, you need to open any existing app.
Will show you some simple tips to open them without opening any App and also, this works both in Dynamics 365 CE Online and On-premises.
Settings:
Append the text settingsonly=true to the Dynamics 365 CE Environment URL after main.aspx?.
Example:
https://contosodev.crm5.dynamics.com/main.aspx?settingsonly=true
Advanced Find:
Append the text pagetype=advancedfind to the Dynamics 365 CE Environment URL after main.aspx?.
Example:
https://contosodev.crm5.dynamics.com/main.aspx?pagetype=advancedfind
